Certificate of Free Sale (CFS)
Dietary supplements, medical foods and foods for special dietary use.
Since 7 May 2018, Bolivia has accepted apostilles in place of Bolivian consular legalization. An FDA export certificate for an AGEMED registration in La Paz needs only a U.S. Department of State apostille. Upload the digital certificate and we return it apostilled by FedEx.
Simply upload your FDA digital file, and you will receive your apostilled document via FedEx.
AGEMED, Bolivia's State Agency for Medicines and Health Technologies, registers medicines, medical devices and dietary supplements. Its registration manual for supplements is explicit: an imported product needs a certificate of free sale or export certificate from the health authority of its country of origin, and that certificate must be consularized or apostilled. If no validity period is printed on it, AGEMED treats it as valid for two years from the date it was issued.
For U.S. products, that certificate comes from the FDA. Because the FDA is a federal agency, only the U.S. Department of State can apostille it, and since Bolivia joined the Hague Convention, the apostille fully replaces the old consular step. We handle the request and ship the apostilled certificate to you or straight to your Bolivian representative.
Match your product to the Bolivian authority that reviews it and the FDA certificate that authority normally expects.
| Product type | Bolivian authority | FDA certificate |
|---|---|---|
| Medicines | AGEMED (Agencia Estatal de Medicamentos y Tecnologías en Salud) | Certificate of a Pharmaceutical Product (CPP), Certificate of Exportability |
| Medical devices | AGEMED | Certificate to a Foreign Government (CFG), Certificate of Exportability |
| Food, beverages & infant formula | SENASAG (national agricultural health and food safety service) | Certificate to a Foreign Government (CFG), Health Certificate |
| Dietary supplements | AGEMED, under its dietary supplement registration manual | Certificate of Free Sale (CFS) |
| Cosmetics & personal care | Andean Community (CAN) notification rules, applied nationally | Certificate for Cosmetics |
AGEMED handles medicines, devices and supplements. SENASAG oversees food and beverages, and cosmetics follow Andean Community notification rules shared with Colombia, Ecuador and Peru. Your Bolivian representative will confirm the authority and the certificate it expects.
The Hague Apostille Convention has been in force for Bolivia since 7 May 2018, so a single apostille from the U.S. Department of State makes your FDA certificate valid there. There is no embassy visit, consular stamp or second legalization step.
Send the digital certificate exactly as the FDA issued it and choose Bolivia as the destination.
We check that the certificate is complete, FDA-signed and ready for the State Department.
We submit it to the Office of Authentications and track it until the apostille is issued.
The apostilled certificate ships to you, your importer or your agent in La Paz or anywhere else.
AGEMED treats a free sale certificate with no printed validity as valid for two years from issuance. Apostille your FDA certificate soon after receiving it, and plan renewals so you never file with an expired certificate.
Medicine registrations include samples for testing by INLASA, Bolivia's national health laboratory. Ship the samples and the apostilled FDA certificate on the same timeline so neither holds up the other.
Registrations for imported medicines are filed by a Bolivian representative holding exclusive import rights and qualified as legal representative. Brand names are registered separately with SENAPI, the intellectual property office.
Spanish is the main working language of Bolivia's authorities, so foreign documents are generally submitted with a Spanish translation. Translate the FDA certificate after the apostille is attached, so both are covered.
