See expedited options →Trade with Syria has opened up quickly. The United States began lifting its Syria sanctions program in mid-2025, and on 2 September 2025 the Commerce Department created a license exception covering most EAR99 items. Congress then repealed the Caesar Act in December 2025. Restrictions remain for sanctioned persons and certain end uses, so exporters still need to screen their counterparties. On the diplomatic side, the U.S. granted the Syrian Embassy in Washington consular accreditation on 26 June 2026, allowing it to resume services, including document authentication.
Medicines in Syria are overseen by the Ministry of Health's pharmaceutical directorates. Syria manufactures about 80% of the medicines it needs and exports more than 1,200 products to 23 countries, so imports focus on specialty, biological and immunological drugs that aren't made locally. In June 2026, the Ministry announced plans for an independent pharmaceutical authority modeled on Jordan's Food and Drug Administration. For U.S. suppliers of specialty products, an authenticated FDA certificate is the starting point of a Syrian registration file.
Match your product to the Syrian authority that reviews it and the FDA certificate that authority normally expects.
