Somalia is not a party to the Hague Apostille Convention, so FDA certificates for Somali health authorities are authenticated by the U.S. Department of State and then legalized by the Embassy of the Federal Republic of Somalia in Washington. We handle both steps and FedEx the completed document to you or your importer in Mogadishu in about 14 business days.
Simply upload your FDA digital file, and you will receive your authenticated document via FedEx.

See expedited options →Somalia has been building a medicines regulator. The Federal Ministry of Health's Interim National Medicines Regulatory Authority (NMRA) began enforcing regulatory measures for imported health products from 10 January 2025, under Law No. 9/1989 and the National Medicines Policy. The measures cover medicines, biologics, medical devices, herbal medicines, food supplements, medicated cosmetics and tobacco, and the NMRA oversees imports and exports through controls and pre-shipment inspections.
The aim is to keep substandard and falsified products off the Somali market, and Somalia's House of the People has also approved a national Medicines Bill to put the regulator on a firmer legal footing. For U.S. exporters, that means importers will increasingly need verifiable documents from the country of origin. An FDA certificate authenticated by the State Department and legalized by the Embassy of Somalia provides exactly that.
Match your product to the Somali authority that reviews it and the FDA certificate that authority normally expects.
| Product type | Somali authority | FDA certificate |
|---|---|---|
| Medicines & biologics | Interim National Medicines Regulatory Authority (NMRA), Federal Ministry of Health | Certificate of a Pharmaceutical Product (CPP), Certificate of Exportability |
| Medical devices | NMRA | Certificate to a Foreign Government (CFG), Certificate of Exportability |
| Food & ingredients | Somali health and trade authorities, depending on the product | Certificate to a Foreign Government (CFG), Health Certificate |
| Food supplements | NMRA | Certificate of Free Sale (CFS) |
| Medicated cosmetics | NMRA | Certificate for Cosmetics |
The NMRA covers medicines, devices, supplements, herbal medicines and medicated cosmetics, while general food falls under other authorities. Your Somali importer will confirm which authority reviews your product and which FDA certificate it needs.
Somalia is not a party to the Hague Apostille Convention, so it does not accept apostilles. Your FDA certificate is first authenticated by the U.S. Department of State and then legalized by the Embassy of Somalia.
Send the digital certificate exactly as the FDA issued it and choose Somalia as the destination.
We submit it to the Office of Authentications, which issues the federal authentication certificate in about 9 business days.
We take the authenticated certificate to the Embassy of Somalia for legalization, which takes about 5 business days.
The legalized certificate ships to you, your importer or your agent in Mogadishu or anywhere else.
Since 10 January 2025, the NMRA has enforced import controls and pre-shipment inspections for health products. Expect importers to ask for complete, verifiable documentation before goods are shipped.
Somalia's medicines framework is still developing, with a Medicines Bill approved by the House of the People. Requirements may change as the law is implemented, so confirm the current document list with your importer before each order.
The NMRA's scope goes beyond medicines to cover food supplements and medicated cosmetics. If you export these, plan for the same documentation as for pharmaceuticals.
Somali and Arabic are Somalia's official languages, and English is common in business. Ask your importer whether a translation of your FDA certificate is needed.
