Health products in Qatar answer to the Ministry of Public Health (MoPH), whose Pharmacy and Drug Control Department registers medicines, controls medical device imports and licenses the companies that bring them in. Foreign manufacturers cannot deal with the Ministry directly. They work through a locally registered Qatari company acting as their authorized representative, which submits the file and holds the registration or import permits.
Qatar's device rules lean on decisions already made by major regulators. A device needs prior authorization from a recognized authority, and FDA 510(k) clearance or PMA approval qualifies, alongside CE marking, Health Canada and Australia's TGA. The supporting free sale certificate from the country of manufacture must be legalized by the Qatari embassy there. For U.S. products, that means an FDA certificate authenticated by the State Department and legalized by the Embassy of Qatar.

Implantables vs. everything else
Implantable devices need full pre-market registration with MoPH before any import or sale. Most other devices and consumables are cleared through an import permit issued before each shipment, which depends on your reference approval staying valid.
Keep your FDA approval current
Because Qatar relies on reference approvals, a lapse in your FDA clearance or registration can block new import permits. Renew FDA certificates before they expire and have fresh legalized copies ready for your representative.
WATHEQ for food
Imported food and the importer must both be registered in MoPH's WATHEQ electronic system, and each product needs a valid product registration number. Consignments with a certificate of conformity from an approved inspection body can clear Qatari ports faster.
Gulf-wide registration
Qatar is a member of the Gulf Cooperation Council and takes part in the Gulf Health Council's joint registration work. Even when a Gulf-wide route is used, plan on legalized supporting documents for each country's own import file.
