Certificate of Free Sale (CFS)
Dietary supplements, medical foods and foods for special dietary use.
Nigeria is not a party to the Hague Apostille Convention, and NAFDAC expects key foreign documents, such as the Certificate of Pharmaceutical Product, to be authenticated by a Nigerian embassy or high commission in the country of origin. We take your FDA certificate through the U.S. Department of State and the Embassy of Nigeria in Washington, then FedEx it to you or your Nigerian agent in about 14 business days.
Simply upload your FDA digital file, and you will receive your legalized document via FedEx.
FedEx return shipping is available for completed documents.
See expedited options →The National Agency for Food and Drug Administration and Control (NAFDAC) regulates medicines, medical devices, food, cosmetics and other regulated products in Nigeria, and it is among the African regulators the World Health Organization has recognized at maturity level 3. Foreign companies cannot register products on their own. They work through a registered Nigerian representative or local agent, appointed with a power of attorney notarized in the country of manufacture.
For drug registration, guides to NAFDAC's process say the CPP must be authenticated by the Nigerian embassy or high commission in the country of origin, and that the GMP certificate for the manufacturing site needs the same authentication. Free sale certificates should be authenticated too. For U.S. products, that means FDA certificates that have been through the State Department and the Embassy of Nigeria, which is exactly the chain we handle.
Match your product to the Nigerian authority that reviews it and the FDA certificate that authority normally expects.
| Product type | Nigerian authority | FDA certificate |
|---|---|---|
| Medicines | National Agency for Food and Drug Administration and Control (NAFDAC) | Certificate of a Pharmaceutical Product (CPP), Certificate of Exportability |
| Medical devices | NAFDAC | Certificate to a Foreign Government (CFG), Certificate of Exportability |
| Food & ingredients | NAFDAC | Certificate to a Foreign Government (CFG), Health Certificate |
| Dietary supplements | NAFDAC | Certificate of Free Sale (CFS) |
| Cosmetics | NAFDAC | Certificate for Cosmetics |
NAFDAC covers medicines, devices, food, supplements and cosmetics in one agency. Your Nigerian agent will confirm which FDA certificates the dossier needs and which must be authenticated.
Nigeria is not a party to the Hague Apostille Convention, so it does not accept apostilles. Your FDA certificate is first authenticated by the U.S. Department of State and then legalized by the Embassy of Nigeria.
Send the digital certificate exactly as the FDA issued it and choose Nigeria as the destination.
We submit it to the Office of Authentications, which issues the federal authentication certificate in about business days.
We take the authenticated certificate to the Embassy of Nigeria for legalization, which takes about business days.
The legalized certificate ships to you, your importer or your agent in Lagos or Abuja or anywhere else.
Registration guides say NAFDAC expects the CPP and the manufacturing site's GMP certificate to be authenticated by a Nigerian mission in the country of origin. Legalize both together to keep your file consistent.
NAFDAC's formal review timeline for drug registration is described as 240 working days, and an application closes automatically if a query goes unanswered for 90 working days. Respond quickly to keep your file alive.
A NAFDAC certificate of registration is valid for five years and renewable. Plan renewals early, because the documents need fresh authentication.
If your facility hasn't been assessed before, NAFDAC schedules a GMP inspection once it receives an invitation letter and your agent's details. Budget time for that step alongside legalization.
