Dietary supplements, medical foods and foods for special dietary use.
Uganda has never signed the Hague Apostille Convention, which means an FDA certificate bound for the National Drug Authority (NDA) in Kampala needs consular legalization rather than an apostille. We take it through U.S. Department of State authentication and then to the Embassy of the Republic of Uganda in Washington, and FedEx the finished document to you or your Ugandan agent in roughly #totalDays business days.
Simply upload your FDA digital file, and you will receive your legalized document via FedEx.
FedEx return shipping is available for completed documents.
See expedited options →Uganda's National Drug Authority has regulated medicines under the National Drug Policy and Authority Act since 1993, a law that has never been amended. After WHO benchmarked the agency in 2019, NDA drew up an Institutional Development Plan, and a WHO mission reviewed its progress in January 2025 with the goal of reaching maturity level 3, a status neighbours Tanzania and Rwanda already hold.
To close the gap, Health Minister Dr Jane Ruth Aceng presented the National Drug and Health Products Authority Bill, 2025 to Parliament's Health Committee in September 2025. It would replace NDA with a National Drug and Health Products Authority whose mandate spans medicines, pharmacies, clinical trials, pharmacovigilance, medical devices, cosmetics and nutritional supplements, backed by a national quality-control laboratory and stronger powers against falsified products. Whatever the agency is called when you file, a U.S. product's dossier starts with an FDA certificate legalized for use in Uganda.
Match your product to the Ugandan authority that reviews it and the FDA certificate that authority normally expects.
| Product type | Ugandan authority | FDA certificate |
|---|---|---|
| Medicines & vaccines | National Drug Authority (NDA) | Certificate of a Pharmaceutical Product (CPP), Certificate of Exportability |
| Medical devices & diagnostics | National Drug Authority (NDA) | Certificate to a Foreign Government (CFG), Certificate of Exportability |
| Food & ingredients | Uganda National Bureau of Standards (UNBS) and health authorities, depending on the product | Certificate to a Foreign Government (CFG), Health Certificate |
| Dietary supplements | NDA or UNBS, depending on classification | Certificate of Free Sale (CFS) |
| Cosmetics | UNBS today; the 2025 bill would bring cosmetics under the new health products authority | Certificate for Cosmetics |
NDA covers medicines and devices, while food and many consumer products go through UNBS standards. Because the 2025 bill would widen the regulator's scope, ask your Ugandan agent which body reviews your product today and which FDA certificate it expects.
Uganda is not a party to the Hague Apostille Convention, so it does not accept apostilles. Your FDA certificate is first authenticated by the U.S. Department of State and then legalized by the Embassy of Uganda.
Send the digital certificate exactly as the FDA issued it and choose Uganda as the destination.
We submit it to the Office of Authentications, which issues the federal authentication certificate in about 9 business days.
We take the authenticated certificate to the Embassy of Uganda for legalization, which takes about 7 business days.
The legalized certificate ships to you, your importer or your agent in Kampala or anywhere else.
The Embassy of Uganda step takes about 7 business days after State Department authentication, so build it into your registration timeline. The embassy fee is already part of the $#totalPrice total, with nothing extra to pay at the embassy.
If Parliament passes the National Drug and Health Products Authority Bill, forms, fees and product categories may change. Check current NDA guidance before each submission rather than reusing an old checklist.
Reaching WHO maturity level 3 would let Uganda take part more fully in Global Fund, Gavi and UNICEF supply programmes. Suppliers aiming at those tenders should keep legalized FDA certificates current and consistent with their product labels.
English is an official language and the language of Ugandan administration, so FDA certificates normally go into the file without translation, which saves a step compared with French-speaking neighbours such as DR Congo and Burundi.

The National Drug Authority (NDA). A 2025 bill before Parliament would replace it with a National Drug and Health Products Authority with a broader mandate, including devices, cosmetics and supplements.
Not yet. NDA is working through an Institutional Development Plan reviewed by WHO in January 2025, aiming for maturity level 3.
