See expedited options →Kuwait rewrote its medicine rules with Ministerial Decree No. 361 of 2019, which took effect in January 2020. Every imported product must be registered with the Ministry of Health, the file must follow the Common Technical Document format adopted by the Gulf Health Council, and only a local agent licensed by both the Ministry of Commerce and the Ministry of Health can import and distribute it. Product registrations last five years, and renewals are due six months before expiry.
Medical devices followed with a 2025 ministerial decree that requires registration before any device or IVD is imported, marketed or distributed in Kuwait. Industry guides to that framework state that the free sale certificate, quality certificates and letter of authorization must be originals legalized by the Kuwaiti embassy, unless an official electronic verification exists. For U.S. products, the free sale proof is an FDA certificate, so we take it through the State Department and the Embassy of Kuwait for you.
Match your product to the Kuwaiti authority that reviews it and the FDA certificate that authority normally expects.

We submit it to the Office of Authentications, which issues the federal authentication certificate in about 9 business days.
We take the authenticated certificate to the Embassy of Kuwait for legalization, which takes about 6 business days.
The legalized certificate ships to you, your importer or your agent in Kuwait City or anywhere else.
Kuwait's device rules include an abridged review that relies on approvals from reference regulators, and the U.S. FDA is on that list alongside CE marking, Health Canada and Australia's TGA. Guides put abridged reviews at about 3 to 6 months, against 6 to 9 months for a standard review.
Under the 2019 decree, biological products and biosimilars must already be registered with a reference authority such as the U.S. FDA or the European Medicines Agency. A legalized FDA certificate is the clearest way to prove that registration to Kuwaiti reviewers.
The foreign marketing authorization holder must give its Kuwaiti agent a legalized letter of appointment naming it as the sole or exclusive agent. We can legalize that letter in the same order as your FDA certificates, so the file reaches Kuwait City complete.
PAFN expects each imported food consignment to arrive with an official health certificate from the exporting country, in Arabic or English, identifying the product and batches. Meat products and foods with animal-derived ingredients also need a halal certificate.
