Honduras has applied the Hague Apostille Convention since 30 September 2004. When an FDA export certificate needs legalizing for a Honduran file, a single U.S. Department of State apostille does the job, with no Honduran consulate step. Upload the digital certificate and we return it apostilled by FedEx.
Simply upload your FDA digital file, and you will receive your apostilled document via FedEx.
Since 2017, health products in Honduras have been regulated by ARSA, the Sanitary Regulation Agency, created by Decree PCM-032-2017. ARSA grants and renews sanitary registrations and licenses for food and beverages, medicines, natural products, cosmetics, medical devices and hygiene products, and checks that each certificate's product name, brand, manufacturer and country of origin match the application and label.
Documents from the country of origin sit at the centre of an ARSA file, and for U.S. products those are FDA certificates. When your importer or ARSA asks for the certificate to be legalized, the U.S. Department of State is the only authority that can apostille an FDA document, because the FDA is a federal agency. We handle that and ship the result to you or straight to your Honduran representative.
Match your product to the Honduran authority that reviews it and the FDA certificate that authority normally expects.
| Product type | Honduran authority | FDA certificate |
|---|---|---|
| Medicines | ARSA (Agencia de Regulación Sanitaria) | Certificate of a Pharmaceutical Product (CPP), Certificate of Exportability |
| Medical devices | ARSA | Certificate to a Foreign Government (CFG), Certificate of Exportability |
| Processed food & infant formula | ARSA, which issues the food sanitary registration number | Certificate to a Foreign Government (CFG), Health Certificate |
| Natural products & supplements | ARSA | Certificate of Free Sale (CFS) |
| Cosmetics & hygiene products | ARSA, under Central American Technical Regulations | Certificate for Cosmetics |
ARSA handles registration for all of these categories, while SENASA covers plant and animal health import permits. Legalization requirements have varied by product type over time, so your Honduran representative will confirm whether your certificate needs an apostille and which FDA certificate ARSA expects.
The Hague Apostille Convention has been in force for Honduras since 30 September 2004, so a single apostille from the U.S. Department of State makes your FDA certificate valid there. There is no embassy visit, consular stamp or second legalization step.
Send the digital certificate exactly as the FDA issued it and choose Honduras as the destination.
We check that the certificate is complete, FDA-signed and ready for the State Department.
We submit it to the Office of Authentications and track it until the apostille is issued.
The apostilled certificate ships to you, your importer or your agent in Tegucigalpa or anywhere else.
ARSA checks that the product name, trademark, manufacturer and country of origin on your certificate match the registration request and the label. Small differences cause rejections, so check your FDA certificate against the Honduran application before you apostille it.
For processed food, ARSA has relaxed legalization of free sale certificates in the past, while medicines and other health products typically still need legalized documents. Confirm with your representative, and apostille when it's required.
Central America's customs-union mutual recognition lets products made in the region skip a second registration. Products made in the United States aren't eligible, so a U.S. product needs its own Honduran registration with its own documents.
Food sanitary registrations are valid for five years, and labels must carry the required information in Spanish. Stickers are allowed for most details, but not for manufacturing or expiry dates. Plan Spanish labelling alongside the apostille.

ARSA, the Agencia de Regulación Sanitaria, has been Honduras's sanitary regulator since 2017. It registers and licenses food, medicines, natural products, cosmetics, medical devices and hygiene products.
Not always. Requirements differ by product type and have changed over time. For processed food, ARSA has relaxed legalization of free sale certificates, while other health products typically still need it. Your Honduran representative can confirm.
